California Postpones Imposing GHG Emissions Fee

The California Air Resources Board (CARB) followed the recommendation of its chairman, Mary Nichols, and postponed until its July meeting a final decision on how to implement an estimated $54 million in state-mandated fees assessed against providers of fuels contributing to greenhouse gas (GHG) emissions. Nichols and her colleagues closed the hearing on the issue but directed CARB staff to try to accommodate some of the concerns expressed at Thursday’s board meeting.

Natgas Tumbles Along With Other Commodities

Continuing its little streak of recent weakness, July natural gas futures followed crude values lower on Monday, piercing the psychological $4 price level before closing at $3.933, down 9.9 cents from Friday’s finish.

Most Points Fall, But Futures-Based Rally Likely

The cash market followed up Friday’s robust increases across the board with modest declines at most points Monday. After defying light weather-based load for the most part in the previous week, prices appeared to be owning up to the fact that heating/cooling demand remains relatively scarce in most areas. The 12.2-cent drop by futures Friday was a further depressant to Monday’s cash numbers.

Futures Notch New Low Before Rebounding

Continuing its recent run of ping-pong trade sessions, March natural gas futures followed Friday’s nearly 16-cent drop with a gain of 14 cents on Monday to close at $4.557. More importantly, the prompt-month contract put in a new low for the move in overnight Sunday trading — proving that the bottom is not in just yet.

GMX Joins Growing Chorus, Reduces 2009 Capex Plans

Oklahoma City-based GMX Resources Inc. Monday followed cross-town independent Chesapeake Energy Corp. in announcing plans to drastically reduce capital expenditures (capex) in 2009. The junior independent, considered a pure-play gas producer that has earned success in the emerging Haynesville Shale and Bossier Sands of Louisiana and East Texas, plans to cut its projected spending by 45%.

Declining Futures Cement Monday’s Sub-$7 Move

Natural gas futures followed the Dow Jones Industrial Average lower for a second straight day Tuesday while crude recorded a rebound of sorts. November natural gas shaved another 6.7 cents to close at $6.768, further validating Monday’s penetration of long-holding support at $7.028.

Transportation Notes

Florida Gas Transmission followed up on a Tuesday warning of a potential Overage Alert Day by actually issuing one Wednesday, citing forecasts of 90-degree weather in its Florida market area. The tolerance for negative daily imbalances was set at 25%.
