Frederickson Power acquired a partially built gas-fired 249 MWelectricity generating facility located in Fredrickson, WA from theBonneville Power Administration for $25.1 million. FredericksonPower is a partnership between Westcoast power and EPCOR PowerDevelopment Corporation. “Completion of the Frederickson Powerproject will provide an alternative to existing hydro-electricpower facilities that can not meet increased demand,” saidWestcoast Power President Jeff Meyers. “It will produce energysafely and efficiently with a preferred fuel source which supportsefforts to improve local air quality and addresses climate changeconcerns.” The plant is expected to cost $160 million and has acomercial operation date set for the middle of 2002.

Reliant Energy’s Shelby County, IL, peaking power plant begancommercial operation last Friday. The 340 MW natural gas-firedfacility marks Reliant’s first power generation project to be builtin Illinois. The facility, which is located about 180 miles southof Chicago, began construction in late February. The plant willoperate on its five current turbines until they are ultimatelyreplaced by eight General Electric LM 6000 natural gas turbines.The plant is expected to operate a maximum of four months duringthe summer each year.

FPL To Add 500 MW to Rhode Island

FPL Energy LLC, the independent power production subsidiary ofFPL Group, Inc. said yesterday it expects to have a 500-megawattcombined cycle gas-fired power plant in Johnston, RI, up andrunning by 2002. Rights to build and operate the plant, which willbe located near Providence, were purchased from Reliant EnergyPower Generation, Inc., a subsidiary of Houston-based ReliantEnergy. The purchase price was not disclosed.

TransCanada Energy announced plans to build two gas-firedcogeneration plants, one an 80 MW plant near Carseland, AB for $75million, and a 40 MW plant near Redwater, AB for $37 million. TheCarseland plant will provide power and steam to Agrium’s Carselandnitrogen operations under a 20-year agreement. Surplus power willbe sold into the Alberta Power Pool. The Carseland project was oneof three successful proposals selected by the Province of Alberta’stransmission Administrator as part of an initiative to attract newgeneration to the Calgary area in order to resolve the voltageconstraint problem on the transmission system. The two otherprojects approved Wednesday were sponsored by PanCanadian andCanadian Occidental Petroleum (see separate story). TransCanada’sRedwater cogeneration plant, located near Edmonton, AB, willprovide power and process heat to the company’s Redwater naturalgas liquids fractionation and storage facility. Surplus power willbe sold into the provincial power pool. The cogeneration plants areexpected to be in operation by November 2001.

Calpine Boosts Presence in NE Power Market

San Jose, CA-based Calpine Corp. announced yesterday it hascompleted the acquisitions of the remaining 50% interests in twonatural gas-fired power generation facilities from two affiliatesof Statoil Energy Inc. of Alexandria, VA, for $71 million.

Daniel Adamson, FERC director of the Office of Energy Projects,fired off a letter of rejection to Millennium Pipeline earlier thismonth, regarding an amendment application for a proposed routechange along the highly controversial power transmission right ofway in Westchester County, NY. He also told Millennium officials toconsider substituting a proposed extension of the Iroquois GasTransmission system for the Millennium project.

Calpine Corp. to Build 540-MW Facility in Ohio

San Jose’s Calpine Corp. has gobbled up the development rightsto build, own and operate a 540 MW natural gas-fired electricitygenerating facility in the energy-hungry Midwest. During periods ofhigh demand, the new Fremont Energy Center in Ohio, which isscheduled to go online in mid-2003, could generate more than 700MW.
