Northwest issued a Declared Stage II Entitlement for deliverypoints north of the Kemmerer (WY) Compressor Station, effectiveSaturday until further notice. The purpose was to prevent customerdrafting of the system and to preserve Northwest’s Jackson Prairiestorage inventory, the pipeline said. A Receiving Party is subjectto penalties for delivery point takes of more than 8% above itsconfirmed nominations.

Transportation Notes

Citing “decisive customer response,” effective with Sunday’s gas day Northwest lifted a Stage I Overrun Entitlement Period that had begun Thursday (see Daily GPI, Sept. 29). A Deficiency Period associated with a compressor outage at the Soda Springs Station in Wyoming (see Daily GPI, Oct. 2) remains in effect until further notice.

Adding to the entitlement declared for its system north of Kemmerer(WY) Station (see Daily GPI, Sept. 29),Northwest issued a Deficiency Period notice that will continue throughcompletion of repairs at the Soda Springs Station 66 miles northwestof Kemmerer, which is estimated to be the Oct. 5 gas day. Although theDeficiency Period officially began Thursday, Northwest said it delayedany restrictions on primary firm nominations until Friday to givecustomers an opportunity to adjust their gas supplies. According tothe pipeline, “A Deficiency Period begins on the day when aggregatenominations using Constraint Point Firm Rights exceed Constraint PointActual Capacity and Transporter is unable to schedule otherwiseacceptable nominations due to scheduled or unscheduled maintenance.”Due to the Soda Springs compressor failure, station capacity fell to436,000 Dth/d; however, aggregate nominations increased from 436,000Dth/d Wednesday to 460,000 Dth/d Thursday, prompting the DeficiencyPeriod, Northwest said. It recommended that “customers considerpurchasing gas at points other than domestic supply points. Anynominated volumes in excess of 470,000 Dth may be subject tooperational flow orders.”

Northwest lifted Tuesday an entitlement for undertakes north ofKemmerer (WY) Station that had begun a week earlier (see Daily GPI, Nov. 10). Although linepack has returned toan acceptable level, the pipeline said, Jackson Prairie storage”remains virtually full with approximately 300,000 [dekatherms] ofavailable physical capacity.” Northwest is not authorizing anyimbalance paybacks until further notice.
