Tractebel Expands LNG Fleet; Atlantic LNG Project Gets Green Light

Tractebel LNG North America LLC, the largest supplier of liquefied natural gas (LNG) in the United States, and Oslo, Norway-based Bergesen, one of the world’s leading shipping companies, announced Tuesday the launch of a new 138,000 cubic meter LNG vessel that will begin making deliveries for Tractebel under an exclusive, long-term charter.

WPS Buys CMS’s Interest in Guardian Pipeline

CMS Energy has sold its one-third interest in the 142-mile Guardian Pipeline LLC to a subsidiary of WPS Resources Corp. for $26 million. Wisconsin Energy and Viking Gas Transmission each still hold their one-third interests in the pipeline, which began operations in December 2002. The pipe begins near Joliet, IL, and transports gas into southern Wisconsin. Guardian can transport 750 MMcf/d.

El Paso Identifies More False Price Reports; Prosecutors Say Part of Conspiracy

El Paso Corp. disclosed last Monday it has furnished the U.S. Attorney’s Office in Houston with details of more incidents in which its employees gave deceptive information on natural gas trades to the energy trade publication, Platts’ Inside F.E.R.C. At the same time, federal prosecutors said in court the false reporting practices of El Paso traders were part of a two-year-old conspiracy to manipulate energy prices.

Modest Rally, Supportive Weather Brings Has Futures Bulls Seeing Red

After failing to break below support in each of the past three trading sessions, natural gas futures turned higher Tuesday as traders covered short positions on constructive weather outlooks and ahead of fresh storage data due out Thursday morning. The August contract finished at $2.863, up 7.9 cents for the session but only 0.3 cents above its $2.86 opening trade. At 105,524, estimated volume was heavy for the session.

Davis Still Seeking $8.9 Billion in Refunds

Sounding more embittered and hair-trigger-happy with each passing press conference, California’s governor Tuesday continued to draw a line in the sand at $8.9 billion for power supplier refunds at the same time standing ready to negotiate with individual suppliers or small groups for portions of that amount in cash or future price discounts or power contract renegotiations.
