Making their offering to the annual Earth Day celebration scheduled for Saturday in the state capital, California Democratic state senators Thursday dedicated six legislative proposals dealing with clean energy and greenhouse gas (GHG) emissions. All of the measures were previously introduced earlier in the session, but Senate Majority Leader Don Perata used his prerogative to tie the measures to the nation’s annual environmental milestone, noting that California is attempting to create a “new energy economy.”

Sempra Energy Solutions, the retail marketing arm of San Diego-based Sempra Energy, announced that it dedicated the first phase of a new combined heat/power generating plant at the sprawling $900 million Food and Drug Administration headquarters complex in Silver Spring, MD. Sempra Solutions has a 20-year contract with the FDA under the federal energy department’s performance-based contracting program. Called White Oak, the consolidated FDA headquarters will include three million square feet of space on 130 acres and will be developed over 10 years. The energy plant is being developed in phases as a natural-fired cogeneration facility. The specific terms or value of the energy supply contract were not disclosed, but Sempra finances the centralized energy plant equipment and installation with no up-front cost to the federal agency, getting paid annually through the energy savings, which are estimated by the GSA to be about $2.5 million annually for the 6,200-employee complex in which all of the 14 buildings are interconnected.
Rocky Mountain Energy Group to Develop New CB Acquisitions
Rocky Mountain Energy Corp. (RMEC) said Friday that it has obtained $5 million in development financing dedicated to its recently acquired fields in Wyoming which will enable it to immediately generate cash flow from its proved gas reserves in the state.
Williams Inks Processing Deals for 575 MMcf/d of Rockies’ Production
AEC Oil & Gas (USA) Inc., a unit of BP, McMurry Energy, Nerd Energy and Williams’ production business have dedicated 575 MMcf/d of gas production to Williams’ processing plant in Opal, WY, under a long-term agreement. The natural gas production is from the Jonah and Pinedale Anticline fields in southwestern Wyoming.
PG&E Utility Sues to Force DWR to Hold Hearings
Alleging there is evidence that its customers would be overcharged by more than $1.4 billion, Pacific Gas and Electric Co. filed a suit last Tuesday in a state Superior Court in Sacramento asking that the state’s power-buying agency, the Department of Water Resources (DWR), be forced to hold a public hearing to determine if its estimated $13 billion in power purchases are accurate.
