Pennsylvania Halts Chesapeake Well Pad Construction

The Pennsylvania Department of Environmental Protection (DEP) has ordered Chesapeake Energy to stop work on a natural gas drilling well pad in rural Potter County for failing to implement required erosion and sediment controls, DEP said Wednesday.

Correction

In the article “New Mexico Lawmakers Set Probe of February Gas Outages” (see Daily GPI, March 15), NGI incorrectly stated that a February natural gas service outage left “40,000” New Mexico Gas Co. customers without service. The correct number was 28,000 outages caused by the severe freeze (Feb. 1-3). NGI regrets the error.

Southern California Gas declared a high-linepack OFO for Saturday, saying it would assess Buy-Back charges in accordance with its tariff to customers that deliver into its system more than 110% of their actual gas usage on the OFO day.

Energy Transfer to Pump $300M Into Eagle Ford Infrastructure

Responding to the requests of customers as oil and natural gas development continues to increase in the Eagle Ford Shale of South Texas, Energy Transfer Partners LP (ETP) said Friday it has entered into multiple long-term agreements with shippers to provide additional transportation services, which will require new infrastructure including the construction of the Rich Eagle Ford Mainline (REM).

NOVA Gas Transmission Ltd. (NGTL), a unit of TransCanada Corp., and ATCO Pipelines will hold meetings Feb. 28 in Edmonton and March 1 in Calgary to update customers on the ATCO/NGTL integration initiative. In September 2008 the companies said they had reached an agreement to provide seamless gas transmission service in Alberta (see Daily GPI, Sept. 10, 2008). The meetings are intended to provide an update on the initiative’s progress; review NGTL service and attributes; review ATCO/NGTL contract administration, transition and election requirements; and address shipper questions or concerns. After enduring major supply shortfalls late last week that resulted in service curtailments for some downstream customers, El Paso did a complete turnabout during the weekend. It declared a change to normal pack condition Saturday morning and then said the situation had graduated to a high pack condition late that afternoon, where it remained Monday. El Paso was suspending all Park services and imbalance paybacks to the pipe until further notice. Maximum withdrawals from Washington Ranch storage field last week had changed into maximum injections by late Saturday night. El Paso appealed for assistance from “any customer [who] can voluntarily take more gas or reduce some supply for a period of time.” A force majeure and emergency Critical Operating Condition implemented during the cold weather last week had been canceled Saturday and were not replaced by any similar actions related to the new high-linepack situation.

Transportation Notes

Affiliates Southern California Gas and San Diego Gas and Electric lifted Friday transmission curtailments for all interruptible and a number of firm noncore customers in southeast California’s Riverside, Imperial and San Diego counties.
