After enduring major supply shortfalls late last week that resulted in service curtailments for some downstream customers, El Paso did a complete turnabout during the weekend. It declared a change to normal pack condition Saturday morning and then said the situation had graduated to a high pack condition late that afternoon, where it remained Monday. El Paso was suspending all Park services and imbalance paybacks to the pipe until further notice. Maximum withdrawals from Washington Ranch storage field last week had changed into maximum injections by late Saturday night. El Paso appealed for assistance from “any customer [who] can voluntarily take more gas or reduce some supply for a period of time.” A force majeure and emergency Critical Operating Condition implemented during the cold weather last week had been canceled Saturday and were not replaced by any similar actions related to the new high-linepack situation.

After ending a previous Strained Operating Condition (SOC) Friday, CIG said a new SOC will take effect Tuesday until further notice. The pipeline said its service area is expecting temperatures near zero and snow, resulting in planned maximum withdrawals from storage. No Notice Transportation shippers should anticipate that CIG will be able to support a maximum of 100,000 Dth of authorized delivery overruns, CIG added. See the bulletin board for further details.

Northern Natural Gas is allowing a System Overrun Limitation for all field mids to expire after Monday, but said an SOL for all market-area zones will remain in place through at least Tuesday. The pipeline expects its average service-area to stay about zero for the first half of this week before rising to 11 Thursday.

Southern said it will implement an OFO Type 3 Level 2 Tuesday for three system delivery groups until further notice because their daily demand exceeds available capacity. A penalty of $15/Dth will be assessed to any affected shipper whose system takes exceed 102% of their daily entitlement.

The Hess Corp.-operated Sea Robin Gas Processing Plant, has restored normal processing operations, Sea Robin Pipeline said.
