Idaho PUC Sets Workshops on Avista Gas, Electric Rates

Idaho regulators on Wednesday announced customer workshops June 28-29 on Spokane, WA-based Avista Utilities request in March that it be allowed to raise electric and natural gas retail utility rates for its customers in the northern panhandle part of the state. The sessions will be held in Lewiston and Coeur d’Alene, ID, respectively.

Spectra Energy Corp. is holding a pair of open seasons to assess customer requirements for expanded transportation service on its Transportation North (T-North) system and for raw gas gathering and processing service in the Fort Nelson resource area in British Columbia (BC), the Calgary-based company said Tuesday. Both open seasons close May 7.

FERC Launches Surgical Strike on Pipeline Rates

Pipeline customers who failed to get lower rates on Panhandle Eastern Pipe Lines’ Southwest Gas Storage service by filing their own Natural Gas Act (NGA) Section 5 complaint [RP07-34] several years ago, nevertheless may have laid the groundwork and inspired the strategy for FERC’s surprise action last week, calling for formal investigations of three pipelines for possible over-recovery in their rates (see related story).

Utility customer purported savings of more than $1.1 billion, development of North America’s largest thin-film solar power installation in operation and contributions of more than $16 million to nonprofit organizations and families in need are the highlights of last year’s operations at San Diego-based Sempra Energy, which recently published its first corporate responsibility report. “Powering the Every Day” focused on the energy holding company’s efforts in sustainability, such as environmental stewardship, employee development, diversity and philanthropy. Efforts to lower environmental impacts of energy operations, such as reducing generation plant emissions and increasing renewable energy and energy efficiency programs were outlined in the report, which is available at www.sempra.com under “Corporate Responsibility.”

Western Gas Partners LP has completed the acquisition of midstream assets in the Uinta Basin in northeastern Utah from its largest customer and parent company, Anadarko Petroleum Corp., for an estimated $107 million, it said Thursday. The acquisition includes a 51% interest in Chipeta Processing LLC, which owns the Chipeta natural gas processing complex in Utah. The complex entails two recently completed processing trains: a refrigeration unit completed in November 2007 with a design capacity of 240 MMcf/d and a 250 MMcf/d capacity cryogenic unit that was commissioned in April (see Daily GPI, July 15). Chipeta provides processing services to Anadarko and third-party producers in the Greater Natural Buttes Field and has current throughput of 375 MMcf/d. With the closure of the transaction, Anadarko still retains a 24% stake in Chipeta. Anadarko spun off Western Gas in 2008 (see Daily GPI, Dec. 23, 2008). The midstream assets acquisition will be financed primarily with debt.

The Canadian trading arm of Shell Energy North America LP said Friday it would buy nearly all of the natural gas and power customer contracts of Integrys Energy Services of Canada Corp. The purchase price was not disclosed.

Transportation Notes

Pacific Gas & Electric expanded Wednesday’s customer-specific OFO on its California Gas Transmission system to a systemwide Stage 2 high-inventory OFO for Thursday. The tolerance for positive daily imbalances was set at 5%, with $1/Dth penalties for noncompliance.
