NorthWestern Ordered to Pay $450,000 for Shipper-Title Breach

FERC has approved a stipulation and consent agreement requiring NorthWestern Corp. and its subsidiary NorthWestern Services LLC (NWS) to pay a civil penalty of $450,000 for self-reported violations of the shipper-must-have-title (SMHT) requirement and to submit semiannual compliance monitoring reports for one year.

“Replumbing” the natural gas industry to better connect growing production and demand centers around the nation will have various impacts on gas flows, but won’t do much in the near term to dampen double-digit gas prices, Porter Bennett, president of Bentek Energy, told an industry audience at GasMart 2008 in Chicago. Bennett was part of a panel that looked at market fundamentals of weather, storage and pipeline flows.

Spectra Proposes New Gas Pipe in British Columbia

Spectra Energy Wednesday proposed building a new natural gas gathering pipeline to connect the growing exploration in the Peace River area of northeastern British Columbia. The proposed in-service date is 3Q2009.

In response to what it said is growing demand to connect Columbia Gulf Transmission’s diverse supply mix with growing markets in the southeast, NiSource Gas Transmission & Storage announced an open season for expanded capacity to Florida Gas Transmission. The project will expand Columbia Gulf’s existing facilities near Lafayette, LA, by 180,000 Dth/day for a total deliverability of 300,000 Dth/day. The increase will be achieved through the addition of compression at Columbia Gulf’s Rayne compressor station and pipeline facilities on its East Lateral in south Louisiana. The new service is projected to be available beginning June 1, 2008. Columbia Gulf is soliciting binding offers for firm contracts for transportation capacity sourced from the Columbia Gulf Mainline rate zone and delivered to the newly expanded FGT-Lafayette interconnect in Columbia Gulf’s Onshore rate zone.
