Pipes, Shippers Favor Negotiated Rate Option; CA Regulators Cite Abuses

Despite FERC’s concerns that pipes may be abusing their authority to negotiate transportation rates, shippers and pipelines alike urged the Commission last week to continue to allow interstate gas pipes to offer customers customized negotiated rates as an alternative to maximum recourse rates. They were divided, however, on the issue of whether FERC ought to make some nips and tucks to its negotiated-rate program.

Mild Softness Prevails; Sources Cite Screen, Weather

Prices ranged from flat to down a little more than a dime in nearly all cases Wednesday; however, San Juan Basin numbers plunged by 40 cents. Most of the declines were fairly small at around a nickel or less.

Aquila, Cogentrix Cite Market ‘Uncertainty’ in Terminating Merger

Aquila Inc. and Cogentrix Energy Inc. on Friday jointly agreed to terminate an agreement under which Aquila was to acquire Cogentrix. Both companies said that the “current uncertainty of the electric power market made proceeding with the transaction impractical and not in either company’s best interest.” The transaction between Aquila and the Charlotte, NC-based company was announced in April (see NGI, May 6). Aquila said it did not consider the termination part of its “ongoing efforts” to sell $1 billion in non-strategic assets.

Upticks Baffle Many, But Some Cite Short Supply Positions

Several sources said they had no clue whatsoever on how the cash market achieved flat to modestly higher prices in most cases Thursday in the face of weakening fundamental support, especially following what they regarded as a bearish storage report. A large majority of points ranged from flat to 2-3 cents higher, with most Northeast citygates seeing the day’s only declines of about a nickel.

More than 1 Bcf/d of additional transportation capacity on El Paso Natural Gas was available to serve the gas-starved California market last year, but it went unused, claimed a witness for Southern California Edison during a FERC hearing yesterday exploring price-manipulation charges against the pipeline and its merchant power affiliates.
