Democrats on the House Committee on Natural Resources are circulating a discussion draft bill that would almost entirely revamp the way the Department of Interior (DOI) operates, as well as raise onshore royalties for oil and gas by 50%, cut onshore lease terms from 10 years to five, raise minimum onshore bonus rates, eliminate all royalty-in-kind programs and set up planning for the leasing of federal lands on a state-by-state basis.

Reports Say MotherRock’s Fall Could Trip Up ABN AMRO
As the dominoes begin to fall in the wake of the collapse of energy hedge fund MotherRock LP. earlier this month, reports were circulating that Dutch bank ABN AMRO could be stuck with losses totaling $100 million, putting in jeopardy the banking giant’s plans to sell its global futures business to Swiss bank UBS, according to a story in the New York Post last week. Calls for comment to ABN AMRO were not returned.
Futures ‘Pop’ Higher as Second Summer Storage Withdrawal Expected
With concerns circulating through the market that the industry could see its second storage withdrawal in three weeks due to record natural gas-fired electricity generation load (see related stories), traders on Wednesday pushed natural gas futures higher once again. September natural gas stopped short of $8 with a $7.940 high before easing off in the afternoon to close at $7.651, still good for a 49.3-cent gain on the day.
