El Paso, EOC Shippers Resolve Dispute Over Access to Reserve Capacity Pool
El Paso Natural Gas and 14 East of California (EOC) customers last week filed a joint settlement with the Federal Energy Regulatory Commission, which they said represented a “fair and reasonable resolution of all issues involving access” by the EOC shippers to an agency-established temporary 110 MMcf/d capacity pool on the system.

A recently issued Commission staff report finding pervasive manipulation of California’s energy markets in 2000-2001 shouldn’t be made a part of the evidence in an ongoing case at FERC involving PacifiCorp’s challenge to several power contracts the utility entered into with four power suppliers, a Reliant Energy Services Inc. attorney told FERC Commissioners on Thursday.
CA Power Buys Trend Up in Spot Volumes, Prices
Volumes and prices for spot market wholesale electricity purchases by California’s Department of Water Resources (DWR) shifted upward over the last two months of 2002, according to statistics released Tuesday by DWR’s Sacramento office. Spot purchases exceeded 1 million MWh (1.056 million MWh) in December, 2002, at an average cost of $43/MWh, in contrast to the previous month when spot purchases hit 906,000 MWh, at an average cost of $38/MWh.
