Adding another building block to its long hoped for pipelinethrough Wisconsin and Illinois, Guardian Pipeline signed anagreement with IPSCO Inc. to manufacture and deliver steel pipe forthe proposed 149 mile-long pipeline. IPSCO will begin producing thepipe next fall to complement Guardian’s construction, which isexpected to get under way by early 2002. Though regulatory approvalis still to come, the agreement brings Guardian’s project closer toreality. In July, FERC concluded Guardian would have “limitedadverse impact,” and would be acceptable as long as appropriatemitigation measures were adopted. FERC is expected to make a finaldecision on the project by early next year. Guardian will transportgas from interconnections with Alliance, Northern Border,Midwestern Gas Transmission and the Natural Gas Pipeline of Americaat the Chicago Hub near Joliet, IL to northern Illinois andsouthern Wisconsin markets.

Georgia Strait Makes Early NEB Filing
While it ponders — based on open season results — building alarger project than originally intended, Georgia Strait CrossingPipeline Ltd. filed a preliminary environmental scoping submissionwith Canada’s National Energy Board to build and the planned gaspipeline to Vancouver Island. The company expects to file anapplication with the NEB this fall.

The growth in Canada’s natural gas supply is moving northwardand at some point is expected to be “within reach” of Alaska, wherethe United States has “huge reserves” of gas. If this trendcontinues, the still-under-construction Alliance Pipelineconceivably one day could be transporting both Canadian and Alaskangas supplies, an executive with the pipeline said.

Trans-Union Pipeline L.P., a subsidiary of Panda Energy Intl.,said yesterday it has contracted Willbros Group, Inc. to build oneof the largest single-project pipelines in North America. Willbroswas hired to engineer and construct a 42-mile, 30-inch natural gaspipeline to supply at least 430,000 Dth/d of gas to a planned 2,700MW gas-fired facility in southern Arkansas. Willbros estimated thevalue of the construction contract at $30 million.
Buccaneer Signs Offshore Construction Help
In its effort to meet the challenge of building a pipeline offthe Florida coast, Buccaneer Pipeline project sponsors saidyesterday they signed Saipem Inc./European Marine Contractors Ltd.to help construct the offshore portion of the proposed pipeline.Buccaneer, which is a joint venture between Duke Energy andWilliams, would not disclose any of the financial agreementsinvolved in the deal. Saipem/EMC has already started work on theproject, a Buccaneer spokesperson said.
