Noting that hydraulic fracturing (fracking) has revolutionized U.S. energy production, Colorado Gov. John Hickenlooper Thursday boasted that his state’s rules for regulating the use of fracking are the “strongest and fairest” in the nation. Hickenlooper made the remarks as part of his state of the state address in Denver.

Texas-Based Utilities Win Some, Lose Some in 3Q
Hedging proved to be a good bet in the third quarter for Texas-based utilities TXU Corp. and Atmos Energy Corp., which both boasted of higher profits. Two other Texas-based utilities, Reliant Energy Corp. and independent power producer Dynegy Inc., reported quarterly losses, with Reliant struggling because of its hedging losses and Dynegy slammed by a large charge against one of its peaking power units.
Sable Offshore Energy Project in ‘Terminal’ Decline, Says Researcher
The Sable Offshore Energy Project (SOEP), whose operators in 1998 boasted possible production rates as high as 500 MMcf/d (see Daily GPI, Feb. 13, 1998), is now in “terminal” decline, and the sixth and final field in the project, which was scheduled to ramp up in 2007, may be written off, according to a study by a Dalhousie University engineering professor.
Unocal’s North American Gas Output Falls 26%
Unocal Corp. boasted record quarterly profit on Monday, but production told a different tale. Worldwide oil and gas production averaged 404,000 boe/d in the quarter, down from 463,000 boe/d in 2Q2003. On the natural gas side, the North American numbers were dismal, with a 26.2% drop in production to 593.7 MMcf/d from 804.8 MMcf/d in 2Q2003.
