Open Season to Expand Enbridge’s Midla Capacity

Enbridge Energy Partners LP Thursday announced a non-binding open season for additional firm capacity on the Midla pipeline system, a 170-mile, 22-inch diameter, low-pressure pipeline spanning Louisiana and Mississippi from the Perryville Hub area at the north end of the system to the large Baton Rouge, LA, industrial complex at the south end.

El Paso Natural Gas Holding Open Season for Arizona Storage

EL Paso Natural Gas Co. (EPNG) is holding a binding open season for a proposed new 2 Bcf storage facility, comprised of four salt caverns, to be located in Pinal County, AZ. The in-service date of the first cavern is scheduled for 2013.

Gulf South Pipeline Co. LP, a subsidiary of Boardwalk Pipeline Partners LP, has launched a binding open season to solicit interest in expanding its East Texas-to-Mississippi 42-inch diameter pipeline. The expansion would provide for increased natural gas production from East Texas and the emerging Haynesville Shale of northwestern Louisiana. If it obtains enough commitments in the open season, Gulf South would expand its existing system by 500,000 MMBtu/d with compression subject to Federal Energy Regulatory Commission approval. Gulf South said that based on commitments, it also may pursue “further expansions of its capacity beyond the initial expansion” of 500,000 MMBtu/d. The East Texas-to-Mississippi expansion project was placed in service early this year (see NGI, Jan. 21). Bids for capacity will be accepted until 3 p.m. CDT on Oct. 6. Tennessee Gas Pipeline Co.’s recent open season for its 300 Line Expansion Project resulted in a binding precedent agreement for a 15-year term from Equitable Energy LLC, a subsidiary of Equitable Energy, which was awarded all of the project’s 300,000 Dth/d of capacity. The project links Equitable’s Appalachian production to Northeast markets. The expansion facilities will consist of approximately 125 miles of 30-inch diameter pipeline looping and approximately 46,000 hp of additional compression facilities to be constructed in Tennessee’s existing pipeline corridor in Pennsylvania and New Jersey. Tennessee, a subsidiary of El Paso Corp., has entered into a fixed-price agreement to lock in its pipe costs. Tennessee plans to file its certificate application with the Federal Energy Regulatory Commission during the second quarter of 2009, with phased construction anticipated during 2010 and 2011.

Open Season Planned for Caledonia Storage Expansion

Houston-based Enstor Inc., a unit of Spain’s Iberdrola SA, will begin accepting binding bids for firm storage capacity at its Caledonia Gas Storage Field in northeast Mississippi, the company said Wednesday. Bidding will begin Aug. 6 and close at 5 p.m. CDT on Aug. 20.

Industry Brief

A binding open season for service on the proposed Rockies Alliance Pipeline (RAP) will be held from May 12 through June 16. The project was announced in late March by joint sponsors Alliance Pipeline and Questar Overthrust Pipeline (see Daily GPI, March 26). The 900-mile RAP will move gas from the Rocky Mountains region to the Ventura and Chicago trading hubs in the Midwest. The sponsors said that based on discussions with prospective shippers following the project announcement, they have revised the route to better meet market needs. RAP’s proposed capacity is 1.2 Bcf/d with expansion capability to 1.8 Bcf/d.
