Transcontinental Gas Pipe Line’s proposal to revise the existingcash-out provisions of its tariff has come under heavy attack fromlarge shippers on its system.

Producers and distributors last week indicated they generallybacked the thrust of FERC’s proposed rule to expand the blanketconstruction and abandonment certificate authority for pipelinesunder the Commission’s Part 157 regulations, but they – like thepipelines – saw some major problem areas with it.

Continuing the attack on the northwest U.S. electric generationmarket, Avista Energy Canada, a Washington Water Power (WWP)affiliate, announced Wednesday the acquisition of Coast PacificManagement Inc., a gas manager for industrials throughout BritishColumbia. Terms of the agreement were not disclosed, but the WWPaffiliate did say that Coast Pacific would be incorporated into itsVancouver operations. The deal became effective at the time of theannouncement.
