Petition Targets Fracking Chemicals Manufacturers

A large coalition of public health and environmental groups has launched a campaign to regulate chemicals used in hydraulic fracturing (fracking) and other exploration and production (E&P) processes at the source, petitioning the Environmental Protection Agency (EPA) to require disclosure from chemical manufacturers and processors.

Blue Dolphin Energy Co. said it will purchase the Nixon Crude Processing Facility from a privately held firm in a stock deal, the value of which was not disclosed. The facility has a processing capacity of 15,000 b/d along with storage capacity of 295,000 b/d, and is located in the Eagle Ford Shale at Nixon, TX, on 56 acres between Gonzales and Wilson counties. The plant is in the final phase of a refurbishment project and plans to restart operations during 4Q2011.

Endeavour to Buy SM Energy’s Marcellus Assets

SM Energy Co. has agreed to sell its Marcellus Shale assets in Pennsylvania, including its entire 42,000-acre leasehold and associated pipeline assets in McKean and Potter counties, to a subsidiary of Houston-based Endeavour International Corp. for approximately $80 million, the companies said Monday.

Pointing out that they have not sought authorization to export liquefied natural gas (LNG), Jordan Cove Energy Project LP and the associated Pacific Connector Gas Pipeline have called on FERC to deny a third-party request that the agency either conduct a supplemental environmental analysis of the projects or terminate their certificates.

Transportation Notes

With a force majeure declared Sunday and associated constraints remaining in effect until further notice at Steele City Compressor Station (see Daily GPI, June 7), Rockies Express (REX) said it has determined that replacing the entire power turbine in lieu of only the damaged section is the most expeditious means of returning Unit #2 to service. Completion of assembling a new turbine is expected this coming Sunday, REX said. The turbine is expected to arrive on site Tuesday, and barring any unforeseen circumstances in shipping, installation and commissioning, the resumption of service at Steele City is now estimated to occur on or about Wednesday, REX said.
