S&P: U.S. Bank Assessment Stresses Muni Gas Deals

Given the U.S. government’s stress test assessment that Bank of America (BofA) needs a multi-billion-dollar capital infusion, Standard & Poor’s Ratings Services (S&P) on Wednesday adopted a “negative” credit watch for some of the high-profile public-sector utility long-term natural gas purchases. The gas prepayment deals have been under credit rating downward pressures for the past year (see Daily GPI, Sept. 17, 2008).

Atmos Storage Project Receives FERC Environmental Nod

FERC has issued a favorable environmental assessment (EA) to Atmos Pipeline and Storage LLC, an affiliate of of natural gas distribution provider Atmos Energy Corp., to build a nearly 25 Bcf high-deliverability storage facility in Fort Necessity in northeastern Louisiana.

Sempra Reports ‘Some Progress’ on Liberty Storage Project

FERC has issued a favorable environmental assessment (EA) to Liberty Gas Storage LLC for a proposed 17.5 Bcf expansion of its natural gas storage facility in Louisiana, which has been mired in problems and remains incomplete. Meanwhile Sempra Energy, one of the storage project’s sponsors, reports that some progress is being made with the stalled project.

FERC Friday issued a favorable environmental assessment (EA) to Texas Gas Transmission Inc. for its proposed compression expansion of its Fayetteville and Greenville laterals, which are under construction. Texas Gas, a subsidiary of Boardwalk Pipeline Partners LP, sought the expansion last September to accommodate growing production from the prolific Fayetteville Shale basin in North Central Arkansas.

A U.S. Geological Survey (USGS) assessment of earthquake risks has not deterred Woodside Natural Gas from developing a deepwater liquefied natural gas (LNG) pipeline 27 miles offshore the Los Angeles International Airport, a company spokesperson told NGI last Thursday. Environmental review work was delayed last fall at Woodside’s request because of a project redesign.

FERC Tuesday issued a favorable environmental assessment (EA) of Southeast Gas Storage LLC’s proposal to build a multi-cycle, high-deliverability storage facility that would provide 24.7 Bcf of working gas capacity from a natural gas reservoir in northeastern Mississippi.
