Florida Approves Two Major Gas Pipelines from Proposed LNG Terminals in Bahamas

Florida Gov. Jeb Bush and his cabinet have given final approvals to both Tractebel North America’s Calypso Pipeline project and the AES Ocean Express pipeline, two separate pipelines that potentially could bring up to 1.7 Bcf/d of regasified LNG to southern Florida from two proposed liquefied natural gas (LNG) import terminals in the Bahamas starting in 2007.

CPUC Majority Approves PG&E Bankruptcy Exit Accounting

The sharply divided California Public Utilities Commission Thursday approved the accounting steps Pacific Gas and Electric Co. needs to put its reorganization plan in effect for its scheduled April 12 exit from three years in Chapter 11 bankruptcy. The five-member CPUC’s vote was 3-0 with two dissenting members abstaining.

ChevronTexaco Corp. has approved a program to repurchase up to $5 billion of the company’s common stock. The repurchases were to begin Thursday and continue for up to three years.

FERC Approves Second Bahamas Pipeline

FERC granted a certificate and presidential permit last week to Tractebel’s $132 million Calypso Pipeline, the U.S. portion of an international pipeline project that would deliver gas to the Florida peninsula from a proposed LNG terminal in the Bahamas. The terminal is expected to be approved this summer by officials in the Bahamas.

FERC Approves $1.3M Settlement Resolving Powerex Gaming Allegations

FERC last Wednesday signed off on a settlement agreement reached last year between Powerex and FERC staff resolving allegations that the power supplier attempted to manipulate California and western electricity markets in 2000-2001. The BC Hydro power marketing subsidiary has agreed to pay $1.3 million as part of the settlement.

FERC Approves Settlement on CenterPoint Energy’s Negotiated Rate Contracts

After a lengthy back and forth process, the Federal Energy Regulatory Commission issued an order last week approving an agreement between Commission staff and CenterPoint Energy Gas Transmission Company (CEGT) that effectively clears up alleged violations in a Show Cause Order issued by the Commission on Sept. 15, 2003.

MPSC Approves 10% Hike in AmerenUE’s Gas Delivery Rates

AmerenUE has received its first delivery rate increase in more than three years and only its third bump since 1987. The Missouri Public Service Commission (MPSC) on Jan. 13 approved a settlement authorizing the new natural gas delivery rates, which will increase the utility’s operating revenues by $13 million annually.
