CA, NY Governors to Team Up on Emissions Market

Using photo-ops in the Big Apple as a backdrop, California Gov. Arnold Schwarzenegger and his New York counterpart, Gov. George Pataki announced Monday their states will work to link California’s future greenhouse gas (GHG) emissions credit market to a similar upcoming market in the Northeast/Mid-Atlantic states. Earlier in the day, Schwarzenegger rolled out an executive order in his state to implement new global warming laws. He’ll sign the order Tuesday upon his return.

FERC last Wednesday upheld an April finding that Washington state environmental regulators, by failing to act by the allotted deadlines, had waived the certification requirements under the Clean Water Act (CWA) and Coastal Zone Management Act (CZMA) with respect to Georgia Strait Crossing Pipeline LP’s natural gas pipeline project in the Pacific Northwest.

NYC Leads Northeast Uprising; Other Regions Mildly Softer

The Big Apple was where the big prices were Monday. Transco’s Zone 6-New York City pool spiked as high as $18 and rose more than $2 on average to lead more modest gains at most other Northeast points as a new winter storm took aim at southern portions of the region. However, spreading cold in the rest of the U.S. gave little price support to the general market, which ranged from a few cents higher to down about 15 cents.
