Looking to take a second bite of the apple, Nymex Holdings Inc., the parent company of the New York Mercantile Exchange Inc., late Wednesday announced the pricing of its secondary offering of seven million shares of its common stock at $136.50 per share.

Using photo-ops in the Big Apple as a backdrop, California Gov. Arnold Schwarzenegger and his New York counterpart, Gov. George Pataki announced Monday their states will work to link California’s future greenhouse gas (GHG) emissions credit market to a similar upcoming market in the Northeast/Mid-Atlantic states. Earlier in the day, Schwarzenegger rolled out an executive order in his state to implement new global warming laws. He’ll sign the order Tuesday upon his return.

The Big Apple was where the big prices were Monday. Transco’s Zone 6-New York City pool spiked as high as $18 and rose more than $2 on average to lead more modest gains at most other Northeast points as a new winter storm took aim at southern portions of the region. However, spreading cold in the rest of the U.S. gave little price support to the general market, which ranged from a few cents higher to down about 15 cents.

The New York Power Authority’s program to install 10 small, clean gas-turbine generators in boroughs of the Big Apple in time to prevent blackouts and price spikes this summer gained some state agency lobbying partners this week, who urged the New York State Assembly to support the program to avert California-like energy problems in the coming months.

After giving Natural Gas Pipeline Co. of America (NGPL) asecond bite at the apple, FERC last week said the pipeline hadsufficiently defended a proposed tariff revision that would allowit to hold its shippers liable for damages resulting fromlower-quality gas entering its system.

As opposed to rejecting it outright, FERC last week gave ANRPipeline another bite at the apple to justify its proposal toestablish firm and interruptible hourly flow services to meet thegrowing gas demand of electric generators. In the meantime, itaccepted and suspended the pipeline’s tariff sheets for theproposed services.
