Chesapeake Energy Corp. on Wednesday clinched multiple agreements to sell most of its prized Permian Basin properties to heavyweights Royal Dutch Shell plc and Chevron Corp. and its remaining midstream properties to Global Infrastructure Partners (GIP), which together with other asset sales would give the cash-strapped producer total net proceeds of $6.9 billion.

A legislator in the Pennsylvania General Assembly introduced two bills on Wednesday to amend the state constitution and make the secretary of the Department of Environmental Protection (DEP) a commissioner post elected by the public, rather than one appointed by the governor.

Kinder Morgan Interstate Gas Transmission LLC’s (KMIGT) proposal to sell a 432-mile segment of its Pony Express natural gas pipeline to an affiliate (Kinder Morgan Pony Express Pipeline LLC) for the purpose of converting it to transport crude oil from the Bakken and Denver-Julesburg/Niobrara shales has received a mixed reaction at FERC.

The Environmental Protection Agency (EPA) suffered another major defeat last Tuesday when an appeals court in Washington, DC, vacated an agency rule aimed at reducing sulfur dioxide and nitrogen oxide emissions from coal- and natural gas-fired power plants in 28 upwind states located primarily in the East and Texas.

The latest records year-to-date at Wyoming Oil and Gas Conservation Commission (WOGCC) underscore reports from the industry players that drilling activity is on the upswing in the Powder River Niobrara, interim WOGCC Director Bob King told NGI’s Shale Daily on Wednesday.

Another sign of the shifting world energy market caused by the shale gas revolution is a $7 billion contract announced this week that directs the export of coal — no longer needed in the United States — to India from Kentucky and West Virginia. The 25-year agreement was lauded by Kentucky Gov. Steve Beshear, who called it “an example of a great new market for Kentucky resources.” Kentucky coal companies will export about 9 million tons of coal per year to India’s Abhijeet Group. The coal is being purchased from Kentucky-based affiliates of FJS Energy LLC. A supply glut of natural gas, much of it from shale, has driven gas prices lower than coal this year and intensified the environmental push toward coal-to-gas fuel switching for power generation (see Daily GPI, Aug. 16; Aug. 6). The 25-year contract is an indication that coal producers see stiff competition from natural gas continuing for their product in the United States.

In Pennsylvania, the Luzerne County Zoning Hearing Board will announce a decision on whether to allow a proposal by a midstream subsidiary of UGI Corp. to move forward at its next meeting on Sept. 4. UGI Energy Services Inc. wants to construct 27.4 miles of pipeline across Wyoming and Luzerne counties (see Shale Daily, Aug. 7). The balance of the project, 23.4 miles, would be a 24-inch diameter pipeline starting at the current terminus of UGI’s Auburn Pipeline in Wyoming and running southeast into Luzerne, with a new interconnection with the Transcontinental Gas Pipe Line (Transco) at West Wyoming Borough. The proposed compressor station would have three units with about 200,000 Dth/d of capacity. UGI also proposes to build four miles of 12-inch diameter pipeline, which would run south from the Transco interconnect and enter the city of Wilkes-Barre, where it would connect to the natural gas distribution system operated by UGI Utilities Inc., another subsidiary.

After a second quarter of strong production growth in the Bakken Shale and Anadarko Woodford, Oklahoma City-based Continental Resources Inc. said it is ahead of schedule on its five-year plan to triple production.

As one oil and natural gas producer after another highlighted a swing away from drilling for natural gas in second quarter earnings conference calls, the number of operating rigs targeting natural gas fell again last week, dropping seven rigs from the previous week and marking a decline of 44% from the 883 gas-directed rigs operating a year ago, according to the Baker Hughes rig count.
