Chesapeake Objects to Corps of Engineers’ Pipeline Rules

Changes to the U.S. Army Corps of Engineers’ (USACE) methods of reviewing and permitting natural gas pipelines in Pennsylvania, which were instituted by the Corps July 1, will result in “substantial delays” in pipeline construction in the state’s Marcellus Shale area, according to David Spigelmyer, Chesapeake Energy vice president of government relations.

March Gains, Though Bears Beginning to Stir

March natural gas futures inched higher Friday in a day of lackluster trading. In spite of the market’s ability to hold above $3.80, analysts are sharpening their pencils and counting the next move lower as they see a lack of weather-driven demand eroding prices. At the end of the day March was higher by eight-tenths of a penny to $3.876 and April added five-tenths of a cent to $3.906. March crude oil eased 16 cents to $86.20/bbl.

Due to reduced takeaway capacity from Bear Creek storage in northwest Louisiana that impacted its ability to maintain linepack, Tennessee said a Critical Day 1 OFO in upstream Zones L, 1 and 2 will become effective Monday for all LMS-PA Balancing Parties. They will be required to maintain “an actual daily flow rate not exceeding a tolerance of 2% of scheduled quantities or 500 Dth, whichever is greater, for underdeliveries into the system and overtakes from the system.” See the bulletin board for other details.

ALJ: Pennsylvania Gathering Project Not a Utility

The Pennsylvania Public Utilities Commission (PUC) should deny an application from Laser Northeast Gathering Co. LLC to be deemed a public utility with the ability to exercise the right of public domain for its proposed gathering and transportation pipeline in Susquehanna County, PA, according to an administrative law judge’s (ALJ) recommendation to the PUC.
