Mitchell Plans Second Bridgeport Expansion

One expansion just wasn’t enough for Mitchell Energy &Development Co., which yesterday announced plans for a secondadd-on to its Bridgeport natural gas processing plant in NorthTexas. The expansion, planned for completion by July 2001, isexpected to help the company double its capacity within a year,matching the rapidly growing gas production from Mitchell’s NewarkEast Barnett Shale field.

Georgia PSC to Fine Negligent Marketers Under Proposal

Under pressure from marketers and now from the state’s attorney general about the legality of some proposed rules, the Georgia Public Service Commission dropped a plan last week to require natural gas marketers to forgive monthly bills sent to customers more than 90 days late. Instead, the PSC unveiled a new package of rules that among other things would heavily fine marketers for repeated and willful noncompliance.

Hoecker: No ‘Lynching’ of Suppliers, No Refunds for CA

In the wake of FERC’s much-anticipated investigation report and companion order on the California wholesale power market last week, out-of-state power marketers breathed a collective sigh of relief when the Commission declared it didn’t uncover any “specific” instances of market-power abuse on which to pin the huge run-up in power prices this past summer. The Commission focused instead on correcting regulatory and structural design flaws, specifically with the California Independent System Operator (Cal-ISO) and Power Exchange (Cal-PX), which were aggravated by severe weather and market conditions.

FERC Seeks to Nix Cal-PX Buy-Sell Requirement

Based on the results of its much-anticipated investigation, FERCyesterday found that the market rules and structure for wholesalesales of electricity in California are “seriously flawed,” and thatthey — along with the imbalance in supply and demand — havecaused and will continue to cause “unjust and unreasonable” ratesfor short-term services in markets operated by the CaliforniaIndependent System Operator (Cal-ISO) and California Power Exchange(Cal-PX).
