NY Senate Majority: Eliminate Gross Receipts Tax

New York state’s senate majority revealed a proposal recently toeliminate the gross receipts tax (GRT) on gas and electricity. Theproposal will be included in the senate majority’s tax reductionplan for the 2000 session, which will convene in January. JosephBruno, the senate majority leader, announced the proposal in aspeech before the New York State Economic Development Council lastweek.

Alliance is Right on Track

Alliance Pipeline, the largest initial pipeline project in NorthAmerica, is on track to begin service on its scheduled date of Oct.1, 2000, the project’s CEO said last week. All of the constructiongoals for 1999 have been met and currently 77% of the mainline hasbeen installed.

Union Gas announced the availability of 2 Bcf of peak storage atthe Dawn Market Hub. The storage permits summer 1999 injection and1999-2000 winter withdrawal. The storage capacity will be awardedbased on a bidding process. All bids are due by 1 p.m. EST onFriday, May 21. The high bidders will be awarded the capacity by 3p.m. EST that same day. The storage hub has six pipelineinterconnects and easy access to 15 pipeline and distributioncompanies, Union Gas said. The complex has a working capacity of130 Bcf and can deliver 2 Bcf/d for customers.

KN Begins Another Year of Choice

KN Energy began its Choice Gas program in Nebraska for1999-2000, which will enable nearly all of its service territorycustomers to choose their gas supplier. Last year more than 68% ofeligible Nebraskans selected their supplier under the program.”Choice Gas in Nebraska was very successful in its first year andshould be even better this year,” said Dan Watson, KN distributionoperations general manager.

Nova Supply Forecast Supports Winter Price Spike

A supply/demand forecast released by Nova Corp. confirms whatmany market observers have expected: Canadian gas producers will behard pressed to fill all the new transportation capacity coming online this winter and could find it even harder to fill storage andmeet demand next summer.
