Mark Leland has been named CFO of El Paso Corp.‘s Production and Non-Regulated Operations. Leland, who has worked for El Paso for 18 years, most recently was senior vice president and CFO of El Paso Field Services, the company’s midstream business. While CFO for the Field Services unit, Leland was responsible for all finance, accounting and administrative functions. He also served as chief operating officer of GulfTerra Energy Partners LP, which recently merged with Enterprise Products LP. During his tenure at El Paso, Leland has held management positions in its Audit, Accounting, Budget and Corporate Development departments.

Oklahoma City-based Devon Energy Corp. announced several management changes within its senior executive group, including the promotion of John Richels to president of Devon. Richels, 52, was previously senior vice president of Devon and president and CEO of Devon’s Canadian subsidiary. Richels joined Devon in 1998 in conjunction with its acquisition of Canadian oil and gas producer, Northstar Energy. He has served since that time as a member of Devon’s executive committee. Christopher R. Seasons, 43, currently executive vice president of Devon’s Canadian subsidiary, will replace Richels as its president. Also, two executives are retiring: J. Michael Lacey, senior vice president, exploration and production, and William T. Vaughn, senior vice president, finance and CFO, plan to retire by the end of March. Vaughn, 56, joined Devon in 1983. He served as controller until 1987 and vice president of finance until 1999. Devon is searching for Lacey’s replacement, and when Vaughn retires, Brian J. Jennings will become CFO. Jennings, 43, is currently senior vice president, corporate finance and development.
