The National Aeronautics and Space Administration (NASA)is soliciting a qualified small business contractor to provide natural gas supply management services for a year starting Oct. 1, 2005 for the its Glenn Research Center (GRC) located in Cleveland, OH served by Dominion/East Ohio Gas and its Plum Brook Station (PBS), located in Sandusky, OH on Columbia Gas.

The selected contractor will be responsible for assisting the two NASA facilities in managing the purchase and delivery of approximately 500 MMcf/year for the GRC and approximately 40 MMcf/year for the PBS. Contractor responsibilities will include: assisting in the solicitation, selection, and award of contracts with natural gas suppliers; reviewing contractor performance and invoicing; monitoring the fluctuations of daily NYMEX gas prices: monitoring real-time market prices; and advising the government on business issues and market conditions.

The contractor also will be responsible for monitoring a storage program for the Glenn Research Center, which has reserved 280 MMcf in the Enhanced Seasonal Service storage program with Dominion/East Ohio for next winter.

Bidders must respond by May 20, providing their approach to accomplish the management activities and their associated costs/fee structure.

The contract has a scheduled effective date beginning on Oct. 1, 2005 with a 12 month period of performance, and four one-year options that will be exercised at the government’s discretion with the total contract not to exceed five years.

The government reserves the right to select three contractors that offer the best approach and request oral presentations. Offers should not be more than 20 pages long. This solicitation is reserved for small businesses only, as defined by government regulations, and companies must include with their offer, their CAGE code and completed government Representations and Certifications form.
