Mississippi River Transmission (MRT) is considering constructionof a new pipeline lateral from Horseshoe Lake, in Madison County,IL, to a connection with Natural Gas Pipeline Company of America inClinton County, IL. The new line would be designed to provide firmtransportation capacity of 230,000 Dth/d.

MRT intends to construct the facilities under Section 311(NGPA), but depending on the nature of the requests for capacityMRT may consider proceeding under Section 7c (NGA). The in-servicetarget date for such capacity is June 2002.

MRT anticipates a rate of $0.06 or less per Dth (100% L.F.),based on preliminary construction cost estimates, for deliveriesserved directly off of the newly constructed line. Customerscurrently being served through MRT’s existing lateral facilities inthe St. Louis metropolitan area would incur up to an additional$0.02 per Dth for transportation to their delivery points. To theextent an interested party in the St. Louis Metropolitan Area isnot connected to the MRT system or requires increased capacity, anadditional rate of $0.03 per Dth would be charged for sizable loadsfrom the newly constructed line to customer facilities within asix-mile radius of the Horseshoe Lake interconnects, the pipelinesaid. For deliveries in excess of six miles, the additional ratewould be subject to any additional construction costs incurred. MRTis seeking minimum terms of 10 years.

MRT also said it would consider proposals by existing customerswho desire to change receipt points from MRT’s mainline. Thesolicitation will close on Feb. 19. For more information, contactBob Derickson (314) 991-7373, Denise Fetsch (314) 991-7426 or MikeStoll (314) 991-7405.
