Skelly-Belvieu Pipeline Co. LLC is holding a binding open season through Nov. 16 for capacity on a proposed expansion of the 570-mile Skelly-Belvieu natural gas liquids (NGL) pipeline, which originates in Carson County, TX, and transports purity products from the Midcontinent to Mont Belvieu, TX.

Skelly-Belvieu is a joint venture partially owned and operated by an affiliate of Enterprise Products Partners LP, which owns and operates about 100 million bbl of liquids storage capacity at Mont Belvieu

“The expansion of the Skelly-Belvieu pipeline reflects Enterprise’s ongoing commitment to meeting the growing demand of customers along the Gulf Coast for reliable, domestic supplies of NGLs,” said James M. Collingsworth, a senior vice president with Enterprise’s general partner. “The additional throughput capacity resulting from the expansion would not only benefit our ownership interest in the Skelly-Belvieu joint venture, but would create growth opportunities for other areas of the partnership’s integrated midstream network, including the Mid-America Pipeline system, our Mont Belvieu storage facilities and NGL marketing services.”

Enterprise just started up its fifth fractionator at Mont Belvieu and is working on a sixth (see Daily GPI, Oct. 19). And the partnership’s Texas Express Pipeline LLC unit is holding a binding open season through Nov. 9 for capacity on a proposed NGL pipeline that would originate at Skellytown, TX, in Carson County and run 580 miles to Mont Belvieu (see Daily GPI, Oct. 6). That project is part of a joint venture that includes Enbridge Energy Partners LP and Anadarko Petroleum (see Daily GPI, Sept. 7) and is unrelated to Skelly-Belvieu Pipeline.

The Skelly-Belvieu expansion could be designed to accommodate 17,000 b/d of incremental annual average capacity, 90% of which is being made available in the open season for priority service. Achieving the additional capacity would involve installing pumps and related equipment. Provided there is sufficient shipper commitment, the additional capacity could be available as soon as the fourth quarter of 2012.
