Calgary-based Canadian Superior Energy Inc. said Monday it is on track to file by the third quarter of 2010 applications for federal and state permits for the Liberty Natural Gas Transmission Project, which would include a liquefied natural gas (LNG) offshore receipt turret and associated pipeline.

The turret would be located in federal waters offshore New Jersey. Canadian Superior said when it announced its participation in the project in May 2008 that oversight of Liberty would be conducted by Excalibur Energy (USA) Inc., which is a joint venture of Canadian Superior and Global LNG Inc., a Delaware company (see Daily GPI, May 21, 2008).

As described last year, the project would consist of a fully submerged offshore gas importation turret anchored to the seafloor off the coast of New Jersey; 50 miles of 36-inch diameter offshore pipeline, which would not follow a straight line; a directionally drilled underground shoreline approach near South Amboy, NJ; and 11 miles of onshore pipeline in an existing industrial corridor to Linden, NJ, where the pipeline would interconnect with existing gas pipes.

LNG tankers would connect to permanently anchored turrets. LNG would be regasified to ambient temperatures onboard the ships and pumped through the turrets into the pipeline, the company said. There would be no structures visible from the shoreline, including the LNG ships, according to Excalibur.

The project could deliver gas from Trinidad and Tobago where Canadian Superior is active, Chairman Greg Noval said at the time.

“The company believes market conditions for importing LNG into the New York metropolitan area remain favorable and the Liberty LNG project’s choice of environmentally favorable technology continues to receive strong local support. The Liberty LNG project anticipates first gas imports into the region by year-end 2013,” the company said Monday.

Canadian Superior is involved in the exploration and production of oil and gas and has operations in Western Canada, offshore Trinidad and Tobago and offshore Nova Scotia.
