FERC has scheduled a public conference for April 15-16 toexamine the future of ISOs in administering the electrictransmission grid on a regional basis. The Commission isconsidering whether policy changes are necessary “in order topromote competition and reliability in bulk power markets.”

The growing popularity of ISOs prompts questions about whetherFERC “should be more active or prescriptive in this area.” Elevenstate commissions have filed recently a petition usggesting theCommission generically address ISO issues. Besides questions as tohow ISOs should be formed and governed, FERC is asking what theappropriate role for state regulation in single-state andmulti-state ISOs. Those who would participate should contact theCommission by March 31.
