The Federal Energy Regulatory Commission has amended its regulations to reflect updated standards for partial-day recalls of transportation capacity on interstate natural gas pipelines.

The new standards were formulated by the Wholesale Gas Quadrant (WGQ) of the Northern American Energy Standards Board (NAESB), whose members represent all segments of the gas industry. Specifically, the standards do the following:

The recall standards “will provide shippers with enhanced flexibility to recall capacity, while ensuring that replacement shippers receive notice sufficient to allow them to reschedule their capacity,” and outline a specific method for determining how capacity will be allocated among releasing and replacement shippers when capacity is recalled during the gas day, FERC said in a final rule issued Wednesday [RM96-1-024].

Pipelines will be required to file tariff sheets to reflect the changed standards by May 1 of this year, the Commission said, adding that the standards will take effect on July 1.
