The Federal Energy Regulatory Commission is looking forvolunteers for a pilot project for electronic filing of documentsin Commission proceedings over the Internet beginning Oct. 1, 1999.The pilot will test FERC’s computer systems and be limited tomotions and notices to intervene, protests, comments and relatedfilings. Participants must still file paper copies during thetesting period.

FERC has denied KN Interstate Gas Transmission’s rehearingrequest to roll in the costs of its $159 million Pony Expressexpansion facilities and $35 million Kansas City Line into thepipeline’s general rates, which went into effect in August 1998.

FERC has approved an amendment to Natural Gas Pipeline Co. ofAmerica’s expansion of its line between Harper, IA, and Chicago.The expansion, which was approved in August 1997, enabled Naturalto handle the additional volumes delivered by Northern BorderPipeline to Harper. Under the amendment, Natural proposedeliminating construction of 4.1 miles of looping, resulting in acost savings of $8.7 million. It said the looping was no longerneeded given the additional capacity that was created by newcompression and turnbacks to its system, which was sufficient tomeet Northern Border’s transportation needs.

Shelton M. Cannon has been appointed deputy director of FERC’snew Office of Markets, Tariffs and Rates. He had previously servedas legal advisor to then-commissioner Hoecker.
