Houston Hub Storage and Transportation L.P. an affiliate of Enstor Operating Co. LLC, will be accepting bids through Oct. 14 for firm storage capacity at its planned Houston Storage Hub for service starting April 1 in the spring of 2008, according to a Tuesday announcement.

The company is planning a storage field with 12 Bcf of working gas capacity and 1 Bcf/d of deliverability to be developed in two phases with 6 Bcf of working capacity in each. The field will be located about 35 miles northeast of Houston and would interconnect with up to four interstate and intrastate pipelines and provide firm storage services in nine annual cycles. The field also could be used as a header system which would allow customers to capture value between the various pipeline locations, Enstor said. Injections would be at a maximum rate of about 400 MMcf/d.

The company plans to file for a permit for the facility with the Texas Railroad Commission within the next two months. It conducted an open season for the project a year ago that brought in bids for 11.5 Bcf of working capacity. At that time it had been contemplating an 18 Bcf facility. A spokesperson said the company was seeking an updated reading of industry interest.
