It could be argued everyone is a stakeholder in electricrestructuring, and yesterday it seems just about everyone gottogether and weighed in at Congress with the issue. A broad-basedgroup of organizations has developed a list of 23 principles itbelieves should be considered in any federal restructuringlegislation.

As part of the 23 principles, the group told Congress to do thefollowing:

Participating in the announcement were PPL Corp., AmericanAssociation of Retired Persons, American Public Power Association,Americans for Affordable Electricity, Chemical ManufacturersAssociation, Consumers for Fair Competition, Consumer Federation ofAmerica, Dynegy, Enron, Electricity Consumers Resource Council,Electric Power Supply Association, Indiana Municipal Power Agency,Interstate Natural Gas Association of America, Madison Gas &Electric, Missouri River Energy Services, National EnergyMarketers, Northern California Power Agency, PG&E Corp.,Minnesota Power, Transmission Access Policy Study Group, UtiliCorp,Wisconsin Electric and Wisconsin Public Power.

“This list of principles serves as a guide to members ofCongress considering this important legislation,” said Bill Paxon,national chairman for Americans for Affordable Electricity. “Theseprinciples demonstrate that a wide range of stakeholders arecooperating to reach the consensus necessary to move legislationthis year.” In October, the House Commerce Committee’s energy andPower Subcommittee approved a federal restructuring bill (HR2944),and the full House Commerce Committee is poised to improve the billand move it to the House floor.
