Enterprise Products Partners LP is holding a binding open season from June 5 through July 11 for capacity to transport propane to Mont Belvieu, TX, on the Appalachia-to-Texas (ATEX) pipeline. The ATEX pipeline has long-term contracts in place for ethane transportation to Mont Belvieu. The addition of propane service will not impact Enterprise's obligations to ethane shippers. To accommodate propane shipments, Enterprise would loop a portion of ATEX, add pumping capacity and install additional facilities for the delivery of specification ethane and propane at destination points. "Transporting propane to Mont Belvieu, the largest, most liquid trading and storage hub, will provide northeast producers with a reliable outlet for their excess propane and help maximize the value of their production," said Michael Creel, CEO of Enterprise's general partner. Quicksilver Resources Canada Inc. has paid $8.6 million for a 1,200-acre parcel in British Columbia that could be the site of a liquefied natural gas (LNG) facility. Catalyst Paper of Richmond, BC, sold its Elk Falls industrial site and related assets to Quicksilver. The parcel includes a fully serviced, 400-acre industrial site and adjacent property near Campbell River. It formerly housed a paper and pulp mill that began operation in 1952 and closed in 2010. Quicksilver spokesman David Erdman told Canadian news media the company would study possible uses for the property. "We intend to begin feasibility studies on suitable uses for the property, which may include LNG," he said.

Alaska Gov. Sean Parnell Wednesday signed into law SB 23, legislation to create a $362.5 million financing package for natural gas liquefaction on the North Slope and a distribution system (see Daily GPI, Jan 17). The Alaska Industrial Development and Export Authority now has the authority to offer up to $275 million in low-interest financing for a natural gas liquefaction plant and a liquefied natural gas (LNG) distribution system within the Fairbanks North Star Borough. Additionally, $57.5 million in capital funding has been appropriated and $30 million in storage credits are available to advance the project to provide energy relief to the Interior. SB 23 is the main component of Parnell's Interior energy plan to provide affordable gas to Interior and rural Alaskans.
