Adding to the entitlement declared for its system north of Kemmerer (WY) Station (see Daily GPI, Sept. 29), Northwest issued a Deficiency Period notice that will continue through completion of repairs at the Soda Springs Station 66 miles northwest of Kemmerer, which is estimated to be the Oct. 5 gas day. Although the Deficiency Period officially began Thursday, Northwest said it delayed any restrictions on primary firm nominations until Friday to give customers an opportunity to adjust their gas supplies. According to the pipeline, "A Deficiency Period begins on the day when aggregate nominations using Constraint Point Firm Rights exceed Constraint Point Actual Capacity and Transporter is unable to schedule otherwise acceptable nominations due to scheduled or unscheduled maintenance." Due to the Soda Springs compressor failure, station capacity fell to 436,000 Dth/d; however, aggregate nominations increased from 436,000 Dth/d Wednesday to 460,000 Dth/d Thursday, prompting the Deficiency Period, Northwest said. It recommended that "customers consider purchasing gas at points other than domestic supply points. Any nominated volumes in excess of 470,000 Dth may be subject to operational flow orders."
Florida Gas Transmission lifted Friday an Overage Alert Day notice for its market area that had begun a week earlier (see Daily GPI, Sept. 25).
El Paso declared an Unauthorized Overpull Penalty situation Thursday afternoon but suspended it early Friday morning, saying linepack had been stabilized.
NOVA restored its daily imbalance tolerance to the normal +10/-10% Friday morning.
The Venice Plant upstream of Texas Eastern's LaRose Compressor Station in the Mississippi River delta area of Louisiana (Zone ELA) will begin 10 days of maintenance Oct. 20 during which it will not be processing. To maintain gas stream integrity, all production upstream of the plant must verify that it conforms to Texas Eastern's tariff specifications during the outage. Dehydration facilities will be available for receipts from the South Pass Lateral, Line 40-G, for gas that otherwise meets these specifications.
