Southern plans to implement a systemwide OFO Type 6 Notice effective Wednesday until further notice, saying it must maintain the pipeline’s operational integrity by requiring shippers and poolers to remain in balance (including available no-notice injection entitlements). Tiered penalties will apply to customers running positive daily imbalances exceeding 2% or 200 Dth, whichever is greater.

Tennessee revised its systemwide Imbalance Warning Tuesday, applying it only to receipt/delivery point operators in Zones 0-4. The pipeline also issued point-specific Balancing Alert OFOs effective Tuesday to seven LMSMA meters. In addition, Tennessee did not anticipate any service interruptions resulting from a Monday evening rupture near Batesville, MS (see related story).

Saying it was experiencing low linepack, Westcoast will implement Wednesday a systemwide OFO against drafting of its system. The tolerance for negative daily imbalances was set at zero for shippers transporting a minimum of 500 gigajoules.

Until further notice KM Interstate is not scheduling due-pipeline imbalance paybacks onto its system due to current operational conditions. Due-shipper imbalance paybacks will be scheduled.

Maritimes & Northeast U.S. (M&N) reported learning that the Sable Offshore Energy Project (SOEP) facility experienced a production decrease Monday. Due to this decrease, shippers sourcing from SOEP should contact their supplier to get any pertinent information concerning the cause, extent and duration of the event, M&N said.
