Northern Natural Gas issued System Overrun Limitations, effective Friday, for all market-area zones and for the New Market, MN, #1 Town Border Station. No System Management Service will be available, Northern said.

Southern California Gas extended the high-linepack OFO that took effect Thursday through Friday, keeping the tolerance for positive daily imbalances at 10%.

Florida Gas Transmission kept an Overage Alert Day for market-area customers that began Tuesday in place through Thursday and further tightened the tolerance for negative daily imbalances from 15% to 10%. The pipeline said below-freezing temperatures had moved into a large part of Florida and its linepack was lower.

TGT cited forecasted weather conditions on its system in saying effective Friday until further notice, it will not permit Hourly Overrun Transportation, Delivery Point Loan or Imbalance Paybacks by the pipeline north of Jeffersontown Compressor Station. TGT also said it add a new receipt interconnect to its master location list Thursday. The Gulf Crossing-Sterlington location will be available for service at the start of Saturday’s gas day, TGT said. Initial start-up capacity is 350,000 Dth/d.

Texas Eastern said it had limited capacity for shippers to resolve due-pipe imbalances Thursday and Friday. However, with impending cold weather and high market-area demand, starting Saturday Texas Eastern will restrict creation of due-pipe imbalances and payback of due-shipper imbalances, “regardless of the shipper’s cumulative imbalance,” until further notice. Its Algonquin affiliate said it was applying similar restrictions on imbalance nominations Saturday.

Westcoast reported that its Pine River Gas Plant experienced a generator trip Thursday morning, causing outages of two of the plant’s three processing trains. The pipeline activated a 50% firm service RGT (Raw Gas Transmission) constraint for Grizzly Valley producers until further notice. “A technician is working to determine the cause of the generator trip and the generator will be put back on-line as soon as troubleshooting is complete,” Westcoast said.

Based on the preliminary Intraday 1 nominated quantities for Thursday’s gas day, Southern Natural Gas began allocating/limiting interruptible capacity (B-1 and IT services) in several segments on its system until further notice. See the bulletin board for the affected segments and points.

El Paso lifted Thursday the location-specific Strained Operating Condition that it had implemented for six points Wednesday due to high linepack.

Northwest said it is extending a maintenance outage at Willard Compressor Station through Saturday; it had previously expected to restore full capacity there Friday (see Daily GPI, Jan. 20). Efforts to repair the station’s power turbine were unsuccessful, Northwest said, so it is installing a new unit. During the turbine downtime available capacity through Willard will continue to be limited to 500,000 Dth/d.
