Due to its Washington Ranch storage facility being scheduled for annual Department of Transportation inspections, modifications to storage field piping and upgrades to compressor units this month, El Paso said there will be no injections or withdrawals Sept. 11-18. Also, injections will be limited to about 75 MMcf/d Sept. 19-30, but withdrawals will be possible during that time. These projects will cause El Paso to lose a large degree of operational flexibility, “making it critical that all parties scheduling gas on our pipeline manage their volumes carefully to balance receipts and deliveries daily,” the pipeline said. In order to maintain system integrity, it may place nonperformance caps on receipt/delivery pipeline interconnects, and is prepared to declare a Strained Operating Condition or Critical Operating Condition if necessary.

Southern Natural Gas said field personnel who were conducting initial assessments of offshore facilities Thursday afternoon discovered damage to the junction platform at Main Pass 298. Further investigation will be required to determine the extent and impact of this damage, Southern said, but it may affect the pipeline’s ability to accept receipts from 15 receipt points east of the platform until the damage is repaired. All receipt points upstream of the Toca (LA) Compressor Station remain subject to a previously implemented force majeure.

Gulf South said it is unable to validate the operational status and monitor flows at 17 system locations in coastal Louisiana, Mississippi and Alabama, and thus until further notice it will confirm those points to zero in each nomination cycle and will balance associated paths to zero. TGT said its Midland, KY storage field has been rescheduled for semiannual shut-in tests Sept.12-23. Daily injection rights will be reduced from a maximum of 1.3% to 0.5% of a shipper’s total Unnominated Seasonal Quantity during the tests. ISS injections will not be scheduled during that period, and Parking service nominations will not be accepted, although Loan services will be permitted.

Having completed pipe replacements near the Cisco Compressor Station on schedule, Northwest canceled a Declared Deficiency Period (see Daily GPI, Sept. 8) at the end of Thursday’s gas day. Northwest said it was removing the “Cisco Anomaly Cut 1” Friday and flows through this corridor would be controlled by normal operational capacities at the Rangely and Moab Compressor Stations.
