Pacific Gas & Electric issued a systemwide Stage 2 low-inventory OFO for Tuesday. The order carries penalties of $1/Dth for violating a negative imbalance tolerance of zero.

Citing “customer efforts collectively lowering net scheduled volumes flowing north through the Kemmerer compressor during the weekend of March 8-9,” Northwest said Monday it would not have to declare an Overrun Entitlement or issue a notice of recall and a notice of operational flow order (OFO) for that day. But, the pipeline cautioned, it “may be required to take such actions later in the week if its Jackson Prairie [storage]account drops below 700,000 [dekatherms].”

Tennessee canceled pigging of the Header and East Leg of the Blue Water System offshore that had been scheduled for Monday through Thursday of this week. The next quarterly pigging of those segments is scheduled for June 10-13.

Transwestern began running pigs Monday to insure system integrity from P-2 Station (Portales, NM) to P-3 Station (Dawn, TX) on the Panhandle Lateral. Lateral capacity will be reduced from 263,000 MMBtu/d to about 165,000 MMBtu/d Tuesday and to about 130,000 MMBtu/d Wednesday and Thursday.

Questar has scheduled smart pigging on its ML 68 segment from Divide Creek to Clough Junction near Rifle, CO for April 15-17. Receipts into the impacted segment will be restricted to about 20,000 Dth/d during nomination Cycles 1-3 to accommodate the pigging operation. Delivery to Rifle Cogen will not be available until Cycle 4. Nominations are expected to return to normal for Cycle 4 each day. Ten points will be affected. To prepare for the pigging, Questar will perform line cleaning work March 18-20, but no customer impact is expected during that period. In response to customer requests, Questar said it has rescheduled to an unspecified time the ML 68 cleaning and smart pigging that had been set for late May.

Gulf South said Monday about 72,000 Dth/d of capacity in excess of primary firm service is now available from Bayou Sale to the Napoleonville (LA) Station, easing a restriction that began in late February (see Daily GPI, Feb. 27). Scheduling of only primary firm service northbound through the Montpelier (LA) Compressor Station remains in effect until further notice.
