Any climate change legislation enacted by Congress should be “economy-wide” and “transparent, consistent, predictable and equitable,” says a draft resolution by a task force of the National Association of Regulatory Utility Commissioners (NARUC).

The NARUC Task Force on Climate Policy was established in March and last month released its draft climate policy resolution to NARUC members. The resolution, which will be considered at NARUC’s summer committee meetings in July, was released to the public last Monday and contains 10 points. Among them, climate change legislation should:

“Reflective of the geographically diverse membership of the task force itself, this draft resolution marks a fair compromise resulting from months of hard work, discussion and, most importantly, collaboration,” said Rick Morgan, task force leader and NARUC member from the District of Columbia. “No member of the task force got everything he or she wanted, but we are all in agreement that this is a significant step for this association.”

In March NARUC was criticized by California Public Utility Commission (CPUC) President Michael Peevey and CPUC member John Bohn for acting too slowly on the climate change issue.

NARUC’s summer committee meetings will be held July 15-18 in New York City.
