Florida Gas Transmission tightened the tolerance for negative daily imbalances from 20% to 10% in extending an Overage Alert Day for market-area customers into a second day Wednesday.
Saying it has limited operational flexibility to manage imbalances upstream of Station 1 in South Texas, Tennessee issued an Imbalance Warning for that segment Wednesday. It requires all delivery point operators to keep actual daily takes out of the system equal to or less than scheduled quantities regardless of their cumulative imbalance position. All receipt point operators must keep actual daily receipts into the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position. The pipeline also issued Wednesday meter-specific Balancing Alert OFOs for seven meters (see the bulletin board for details), saying it was necessary to maintain linepack and protect system integrity.
Transco said Wednesday it has limited flexibility to manage due-shipper (long on the pipe) imbalances, and it encouraged all shippers to proactively balance supply and demand requirements on a daily basis, "ensuring that flowing supplies have real markets." In order to maintain operating flexibility, Transco said effective Friday until further notice it will not allow any due-pipeline imbalance makeup nominations, and no incremental parked gas or return of loaned gas will be accommodated. Also, no excess storage injections will be allowed. If active management by shippers to ensure daily balancing is insufficient, Transco said it will take further action, up to and including the issuance of OFOs or Operations Controls.
Southern said Tuesday it has completed repairs for an unscheduled engine outage that was reported June 15 at Ocmulgee Compressor Station.
Enogex said Tuesday that ongoing maintenance requires that its Line 19 outage be extended again through June 30 (see Daily GPI, May 24).
CenterPoint said weather had delayed by one day planned maintenance on Line CP, which runs from the Carthage Hub near the Louisiana border in East Texas to the Perryville Hub in northeast Louisiana. The installation of a tap in Red River Parish, LA, was reset to begin Wednesday and be completed Friday. CenterPoint said it didn't anticipate the work to impact capacity but advised shippers that should "a situation arise," a capacity reduction could occur at short notice.
El Paso is holding a binding open season through July 12 for delivery capacity on the South Mainline to points along Lines 2122 and 2020 in southern Arizona near the cities of Nogales and Huachuca City. Receipt points for this capacity will be from the Permian Basin. FT-1 rate service of 2,330 Dth/d to the Nogales and 1,500 Dth/d to the Huachuca City area is available.
