The Interior Department’s Minerals Management Service (MMS) hasissued a final rule for determining royalties for natural gasproduced on Indian lands. Under the new rule, which was publishedin the Aug. 10 Federal Register, Indian leases would have theoption to either compute royalties on wellhead gas using apublished price index, continue using the existing gross-proceedsmethod for arms-length contracts, or use the current MMS benchmarksystem for non-arms-length sales. If gas is processed, Indiantribes then would adopt a “dual accounting” method under whichroyalties would be based on whichever has the greater value for gas- before processing or after processing. In most cases, it’s thelatter.

Open Season Starts For Atlantic Alliance
El Paso Energy’s Tennessee Gas Pipeline and CNG’s CNG Transmission announced an open season for their joint venture, the Atlantic Alliance Project, which started last week and will extend to Thursday, Sept. 30. Shippers will be asked to submit binding precedent agreements for service commencing November 2001 as part of the open season.

FirstEnergy Lands Large Energy Service Deal
Continuing the expansion beyond its core utility operations,FirstEnergy Corp. made a splash in the unregulated sector last weekwhen its energy services marketing arm, FirstEnergy Services,announced a management and supply deal with Republic TechnologiesInternational, Inc. (RTI), one of the largest producers of specialbar-quality steel products in the U.S. The deal, which is thelargest service agreement FirstEnergy has ever signed, couldproduce more than $1 billion in commodity and energy service salesover the span of the five-year contract.

Canadians Set Long-Term Sights on MacKenzie Delta
The recent agreement between TransCanada PipeLines and theNorthwest Territories (NWT) (See NGI, Aug. 2) makes it plain thatboth parties have their sights set on bigger game than relativelymodest pipeline extensions into the southern part of theTerritories. After lying dormant for a decade, visions are revivingof a route extending all the way to the Mackenzie Delta and theBeaufort Sea to tap an estimated 13 Tcf of reserves found in a1970s drilling boom.

BP Amoco Exits Oil Production to Focus on Gas
In less than two months, BP Amoco Canada succeeded in unloadingall of its crude oil producing properties in Canada in an effort tolower costs and focus on natural gas, gas liquids andpetrochemicals. The company said last week it signed agreements tosell its heavy oil operations to Canadian Natural Resources andPenn West Petroleum for C$1.6 billion.
