BGE Transport Customers Burdened with Sales Tax

Retail gas marketers got some good and bad news from BaltimoreGas & Electric Co. yesterday. The bad news was transportationcustomers have to start paying the state’s 5% sales tax for thefirst time starting in May so alternative suppliers will have amuch tougher time beating the regulated gas sales price. Thecompliance division of the state Controller’s office informed BGEof the tax change in January.

April Flat to a Little Softer; May Still Lackluster

Flatness and mild softness dominated the late-April cash marketMonday. Enough heating load was being generated in the Northeastand Midwest to keep citygates and a number of field pointsessentially unchanged from Friday. Most of the downticks of 2-5cents again occurred in the West, where mild temperatures wereprevailing.

As Cash Traders Wait, Futures Prices Abate

Despite one marketer’s assertion that not too much is happeningin the May bidweek market yet, activity was far from lacking at theNew York Mercantile Exchange Monday. The spot May contract lostanother 7.6 cents to $2.266 yesterday, as traders continue to getout of their May positions before the contract goes off the boardat 3:10 EDT this afternoon. An estimated 93,800 total contractschanged hands.

UPR Details Property Divestiture Plans

Union Pacific Resources Group announced additional details ofproducing properties it will sell to raise at least $600 million byyear-end. US and international properties make up nine bid packagesand will be made available in two phases. The first phase willinclude properties in the Gulf of Mexico, South Louisiana, SouthTexas and East Texas. Executive summaries for these packages willbe available by June 1 with closings anticipated by Oct. 1. Thesecond phase of the program will include properties in the RockyMountains, Argentina, Egypt and Australia. Executive summaries willbe available July 1 with closings anticipated by Oct. 30.

Producers Petition for Review of Royalty Rulings

A Louisiana producer has challenged a decision by the InteriorBoard of Land Appeals (IBLA) that held it owes royalties not onlyon the sale of its production to a marketer at the wellhead, butalso on the amount paid to the marketer for selling that productiondownstream.

Transportation Note

Pacific Gas & Electric said less than 1,000 of the more than60,000 customers who lost natural gas service last week in SantaCruz County, CA, were still without service Monday. A massivelandslide Wednesday had ruptured two main transmission pipelinesserving the county, which is southwest of San Jose. More than 600PG&E workers and another 190 from Southern California Gasworked thoughout the weekend to restore service. Facilities withhot showers were set up in two towns for those without gas to heatwater. It was PG&E’s largest gas restoration project since the1989 Loma Prieta earthquake caused severe damage to thedistribution system throughout Northern and Central California, thecompany said.

May Futures End Volatile Week By Posting Minuscule Gain

Following three days when trading volume at the New YorkMercantile Exchange averaged 117,518 contracts, the May contractgained a mere 1.4 cents to $2.342 amid a session when “only” 74,378contracts changed hands. Sources said much of the activity onFriday was simply position covering ahead of both the weekend andthe expiration of the May contract this Tuesday.

Enron’s announcement last week that it will be terminating itsresidential power marketing efforts in several states should be awake up call for the gas industry as well, where the pace of changetoward retail competition has been a disappointment for manyobservers.
