ANR Pipeline received a FERC certificate Wednesday to reconfigure its gas storage operations in Michigan by converting 4.1 Bcf of base gas to working gas in three storage fields and abandoning by sale the Capac Field, an inefficient off-system storage field, to Mid Michigan Gas Storage Co. ANR also will construct new injection/withdrawal wells and separation equipment at one field and add other facilities at two other fields to enhance late season deliverability. FERC said approval of the $9.8 million project will serve the public interest by allowing ANR to improve the overall efficiency of its entire storage system. The project will result in a net decrease of ANR’s maximum storage quantity of 9.5 Bcf and a net decrease of late season deliverability of 38 MMcf/d. However, ANR will still have 24.5 Bcf of unsubscribed capacity and 355 MMcf/d of unsubscribed deliverability available.

Devon Reports Gains, Working to Lower F&D Costs

Devon Energy Corp., the largest U.S.-based independent producer, Thursday reported a 13% increase in quarterly net income and a 43% increase in total daily oil, natural gas and gas liquids production. The large production increase was mainly a result of Devon’s Ocean Energy merger last year. Excluding the impact of the merger Devon’s production still climbed 7% over 1Q2003.

Canada’s National Energy Board concluded in a new report that the gas market in British Columbia is working well and both consumers and producers are making appropriate adjustments to higher gas prices. The Energy Market Assessment (EMA) found that natural gas prices in the province are now integrated with the North American gas market. In response to recent price increases, provincial consumers have reduced demand. Industries such as the forest products industry improved energy efficiency and increased their use of other fuels. Residential consumers reduced household consumption by improving energy conservation. In northeast British Columbia, producers have responded to higher prices by increasing exploration activity. However, the small size of the British Columbia natural gas market and the lack of a major storage facility near the Lower Mainland limit market flexibility in comparison with other major market centers, such as Alberta. Looking ahead, the potential exists to increase gas supply from northeast British Columbia and there is potential to find natural gas in other provincial supply basins, the NEB said. A team of 150 attorneys and assistants working on the Enron Corp. case for 18 months failed to find any direct evidence or testimony to indicate that former Chairman Kenneth Lay was aware of wrongdoing at the now-bankrupt company, a court-appointed examiner who led the effort told The Washington Post.

Coast Guard Tackles Rule on LNG Deepwater Ports, Monitors LNG Deliveries in Boston Harbor

The U.S. Coast Guard is working on a temporary interim rule that would add regulation of liquefied natural gas (LNG) deepwater ports to the agency’s jurisdiction. The interim rule is expected to be published shortly — “more likely” after Jan. 1, a Coast Guard spokeswoman said.
