Prices Soar in East; Western Upticks Moderate

Traders who had been pleading for more market volatility duringa long period of relatively little price movement got it in spadesMonday-at least the ones who deal in eastern markets did. Numbersin the East rose by anywhere from 10 to 20 cents, with many pointsup by 15 cents or more. Western increases were considerably moresubdued; many were only a nickel or so, with San Juan Basin’suptick of about a dime leading the region.

April Crawls Up Slightly; Rally Losing Steam

After gapping higher at the open yesterday and reaching as highas $1.915/MMBtu during the day, the April contract was able tomanage only a small 0.6-cent gain for the day, telling someobservers the contract has lost its vigor after the rapid 22.5-centclimb last week. April opened at $1.905, up significantly fromFriday’s settle of $1.853, but it lost steam at $1.92 during themorning and fell back to about $1.86. During afternoon trading, thecontract bounced back up to $1.90 before falling back down to fillthe gap and close the day at $1.859.

Iowa Regulators Clear MidAmerican, CalEnergy Merger

The Iowa Utilities Board (IUB) gave its blessing to the proposedmerger of MidAmerican Energy Holdings Co. and CalEnergy Co. Inc.last week, removing the final regulatory hurdle to a transactionthat will combine and complement the assets and expertise of a U.S.utility with those of a United Kingdom utility. The deal isexpected to be completedon Friday.

PG&E Expects to Begin New Spending Spree

Following its reorganization of semi-autonomous PacificNorthwest and Texas gas assets, PG&E Gas Transmission (PG&EGT) is looking to bolster earnings through alliances andacquisitions that it hopes to complete later this year, accordingto Thomas King, president/COO of the Houston-based unit of PG&ECorp. PG&E GT transports an average of 6 Bcf/d through the tworegions.

DOE’s Richardson Espouses Investor-Friendly Offshore Policy

Energy Secretary Bill Richardson has called on FERC to design anoffshore policy that encourages private-sector investment in theGulf of Mexico gas infrastructure and the development of advancedproduction technologies. Such a policy would be in keeping with theClinton administration’s 1993 domestic natural gas and oilinitiative, he wrote in a recent letter to Chairman James Hoecker.

PG&E Restructures Operations, Reduces Staff

PG&ampE Corp. is consolidating overall management of its PacificNorthwest and Texas natural gas operations to gain someefficiencies and prepare for expanding into unspecified marketsthroughout North America. A total of about 100 positions, less than10% of the 1,000-person work force, will be eliminated from PG&ampEGas Transmission (PG&ampE GT)-spread equally among the Texas andPortland, OR, operations.

Aquila Affiliate Takes $1.7 M Charge, Cuts 60 Employees

Citing a restructuring plan formulated to deal with poor 1998earnings, Aquila Energy’s Aquila Gas Pipeline Corp. (AQP)announced Tuesday it will cut 60 people from its staff of 310. Thecuts will inflict a $1.7 million pre tax charge on the company’searnings.

Oregon Eyes Lottery Funds to Build Pipeline

In an effort to attract large businesses to their districts, twoOregon state legislators introduced a bill recently that wouldprovide $20 million in lottery funds to help build a 64-milepipeline. No engineering study for the pipeline has been conductedso far. The bill’s main supporters, state Sen. Veral Tarno(R-Coquille) and Rep. Ken Messerle (R-Coos County), said some ofthe funds also could be used to build a high-voltage power line.
