El Paso Field Services entered the energy project financingarena with last week’s purchase of En Cap Investment Co. for $52million in cash and stock. Robert Phillips, El Paso Field Services’president, said all regulatory issues have been settled and thedeal will be accretive to El Paso’s earnings beginning April 1.

Commonwealth Edison (ComEd) parent Unicom received about $1.76billion over book value last week in the largest divestiture yet ofa utility’s fossil-fueled power plants. Edison International’sindependent power subsidiary is buying 9,772 MW of ComEd’s coal-and gas-fired baseload and peaking plants for $5 billion.

In a terse letter to FERC last week, Cuba Wadlington Jr.,Transcontinental Gas Pipe Line’s senior vice president and generalmanager, became the first pipeline representative to formallycriticize the Commission’s recent departure from its long-standingpolicy of issuing preliminary determinations on pipeline expansionapplications. Wadlington said Transco officials are disappointedabout the decision, which affects their MarketLink project, theproposed Independence Pipeline – in which Transco is a partner -the upstream ANR-sponsored SupplyLink project and the competingMillennium Pipeline project.

The Pennsylvania Gas Deregulation bill, which was introduced tothe state legislature last week, will meet steadfast oppositionduring the upcoming Senate Consumer Protection committee hearing onMarch 23. The hearing will be the first time the bill goes up fordebate.

Tennessee Gas Pipeline filed a significantly scaled-down versionof its Eastern Express Project 2000 last week, reporting thateastern markets have been slow to develop and many New Englandpower generators believe it would be premature to sign long-termcontracts for firm gas transportation. The pipeline’s applicationwith FERC calls for the addition of only 168 MMcf/d of capacityalong the northernmost part of its system at a connection with theJoint Facilities of the PNGTS and Maritimes &amp Northeastpipelines.

Texas moved a step closer to a restructured electricitymarketplace last week when the state Senate approved a bill toderegulate electric utilities. The bill is now bound for the StateAffairs Committee of the House of Representatives. Hearings couldbe held as early as March 29. Gov. George W. Bush has voiced hissupport for electric deregulation.

After months of debate and compromise between regulators,marketers and LDCs, SB 601 was introduced to the Pennsylvanialegislature earlier this week, moving residential and smallcommercial gas customers one step closer to gas supply choice. Thenext step for the bill will come on March 23, when the SenateConsumer Protection committee will hold a hearing on the bill.
