Kevin Howard, the former vice president of finance for Enron Corp.’s broadband unit, has pleaded guilty in U.S. District Court in Houston to one count of falsifying books and records. Under the plea agreement, Howard would serve four to 12 months of probation or home confinement, or a combination of both. U.S. District Judge Vanessa Gilmore accepted the plea and will formally sentence Howard later this year. The former Enron executive was scheduled to go to trial for a third time on fraud and conspiracy charges, similar to the charges he faced when he first was indicted in 2003 (see Daily GPI, March 13, 2003). Howard’s first trial ended in a mistrial (see Daily GPI, June 1, 2006). In the second trial Howard was found guilty on five counts, but the convictions later were dismissed by Gilmore (see Daily GPI, Feb. 2, 2007).

The New Mexico Public Regulation Commission (PRC) elected Sandy Jones chairman and David King vice chairman. A road construction business founder and owner from the southwestern part of the state, Jones joined the PRC Jan. 1, 2007. Jones said he wants to help small businesses “thrive,” which he claims will create jobs and allow the state to retain more of its young citizens. King is a third generation New Mexican from the family that operates the King Ranch in South Texas. King is a veteran of local, state and federal government positions and has served three previous governors in New Mexico.

Outlook for Alaska Pipeline Seen as Bleak

BP is “extremely disappointed with where we are at right now in Alaska,” Lee Lunde, senior vice president of BP Canada Energy, said Thursday, commenting on the progress of legislation proposed by the new Alaska governor to spur construction of a natural gas pipeline going south to the Lower 48.

James C. Yardley has been promoted to executive vice president of El Paso Corp. and president of the company’s pipeline group. Yardley is currently president of Southern Natural Gas Co. He will retain that role as well as assume responsibility for the management of all of El Paso’s pipeline and related activities. “Jim is an outstanding leader who brings broad experience and sound judgment, both strategic and operating, to this position,” said CEO Doug Foshee. “I am confident Jim will further our pipeline group’s strong performance and growth.” Yardley has a 28-year career with El Paso, which includes various corporate, marketing and pipeline responsibilities.

AGL Resources announced last Thursday that John W. Somerhalder, former executive vice president of El Paso Corp. and president of El Paso’s gas pipeline group, will be its new president and CEO. Former CEO Paula Rosput Reynolds left the company in December to become president and CEO of Safeco Corp.
