New CA Budget De-emphasizes Energy

California Gov. Gray Davis’ $68 billion fiscal 2001 budgetproposal unveiled this week includes little or no emphasis onenergy issues, although some of the stated concerns about”infrastructure” may spill over into reliability issues in the gasand electricity transmission/distribution industries. For energyindustry observers there are mostly unanswered questions, includingpeople within state government.

GPU Plans to Cut, Sell and Improve

GPU Inc., parent of New Jersey’s largest electric utility, GPU Energy, unveiled a multi-point program designed to enhance shareholder returns at the Edison Electric Institute Finance Conference in Orlando, FL, last week. The plan includes a $100 million cost reduction over the next two years, a $40-$50 million investment to improve the company’s reliability and a non-core asset sale designed to generate over $500 million.

Leviathan Gas Pipeline Partners and Tejas Energy unveiled NemoGathering Co. yesterday. The new company, which is 66% owned byTejas and 33% owned by Leviathan, has entered into a gas gatheringagreement with Shell Deepwater Development Inc. and will constructa 24-mile, 20-inch gas gathering line connecting Shell’s plannedBrutus development with the existing Manta Ray Offshore GatheringSystem. Tejas will operate the line once it is constructed.
