California Lawmakers: Peevey Stays, But Chong Must Go

A California Senate committee Wednesday unanimously approved the reappointment of the state’s chief regulator while refusing to reconfirm a second member of the California Public Utilities Commission (CPUC). Michael Peevey will continue as Gov. Arnold Schwarzenegger’s choice for CPUC president and will fulfill a second six-year term that runs through 2014.

Nancy Argenziano, who has served on the Florida Public Service Commission (PSC) since May 2007, was unanimously elected PSC Chairman for a two-year term to begin Jan. 2. Prior to her PSC appointment, Argenziano served more than 10 years in the Florida legislature. She was first elected to the Florida House of Representatives in 1996 and served there until her election to the state’s Senate in 2002. Argenziano is a member of the National Association of Regulatory Utility Commissioners. In October Gov. Charlie Crist said he would not reappoint current PSC Chairman Matthew Carter or Commissioner Katrina McMurrian, and he named two new commissioners whose terms are set to begin Jan. 2.

CPUC Approves Sempra Utilities’ Winter Gas Hedging Plan

The California Public Utilities Commission (CPUC) unanimously approved the 2009-2010 winter natural gas hedging plans of Sempra Energy’s Southern California Gas Co. (SoCalGas) and San Diego Gas and Electric Co. (SDG&E). The plans are similar to what the regulators had approved for SoCalGas the past four winter seasons.

Cash Values Drop on Moderating Weather

Rounding out the flip-flopping action of the week, cash points unanimously plunged on Friday ahead of the weekend as moderating weather and Thursday’s hardy natural gas storage report made it very difficult to argue that the supply-demand equation is anywhere close to being balanced.

The Texas Railroad Commission (RRC) on Tuesday unanimously denied a request by Chesapeake Energy Corp. that asked for retroactive permission to continue drilling a horizontal natural gas well in the Barnett Shale in Fort Worth.

Carbon Capture, Storage Effort Approved in California

The start of a three-phase research and demonstration effort among major utilities and the oil and gas industry was unanimously approved Friday by California regulators. It promises to perfect a method of using refinery petroleum waste products in an integrated gasification combined-cycle (IGCC) process with carbon capture and storage (CCS). The process would create hydrogen power that could back out natural gas-fueled power generation.
